As announced recently, the bill package aims to improve mental health access for all Californians by providing essential funding and resources to communities in need; enhancing mental health services in schools, and across the state.
The bill package consists of three pieces of legislation, Assembly Bill 1451, Assembly Bill 1450, and Assembly Bill 657, each addressing a critical aspect of mental health care in California.

Mental Health Urgent Care Unit Funding (Assembly Bill 1451) will provide funding for counties to increase mental health in-patient and out-patient mental health urgent care units in communities with high poverty levels, as well as funding for Community Based Organization community health worker programs. This bill will ensure consistency in patient medical record transfer and continuity, and medical service providers will be required to allow for Same-Day Billing for medical services provided.

Mental Health Services in Schools (Assembly Bill 1450) would require all schools to conduct universal Adverse Childhood Experiences (ACEs) screenings and mental health assessments, as well as dyslexia screenings. Schools will also be required to have a full-time mental health clinician and case manager available to provide support and resources to students. This bill allows for any source of state funding to be used to achieve these goals, ensuring that every student has access to the resources they need to succeed academically and emotionally.

Candy Tax for Youth Mental Health Care Services (Assembly Bill 657) The Mental Health Services Funding Act proposes a tax on the distribution of all candy at $0.05 here in California. The definition of candy, as per the Act, is a preparation of sugar, honey, or other natural or artificial sweeteners in combination with chocolate, fruits, nuts, or other ingredients or flavorings in the form of bars, drops, or pieces. The revenues collected from this tax would be allocated to the Mental Health Services Fund, which supports various mental health programs and activities designated by the Children's Mental Health Services Act, including an interagency system of care for children with serious emotional and behavioral disturbances. The Act aims to further provide and contribute to the improvement of the state's mental health care system by creating a continuous funding stream, which can truly shift the paradigm of California’s mental health crisis.
